It could be ships within a certain radius of the ministry/command building. "Sector" could be defined a number of ways. Ship cost is +10% (you are paying for the automation).Ships are evenly distributed amongst the systems in the sector (aka: after building, they are given move orders to accomplish this).Setting the focus to "Build Ship X" slowly builds ships of that type at lowest priority (player entered build order are placed above auto-building ships).X is the list of ships available to be built by relevant structures in the sector.Adds a Build Ship X Focus to the planet this is located on.Terraforming cost +50% (to cover administrative costs).Planets within this sector are randomly selected and then terraformed.Adds a "Terraform Colonies" Focus to the planet this is located on.Colony ships built in this manner cost +300%, move twice as slow, and the colonies produce no production points or research points for the first 10 turns (the government never could do anything right).Auto-colonize happens once per 10 turns.Setting the focus to "Colonize Sector" will randomly select an uncolonize planet, find a colony ship in the sector, building one if needed, and then colonize that planet.
